(Sec. 617) Permits the VA, in cooperation with a victim's advocacy organization, to award an award to a female veteran with a service-connected disability who is the victim of domestic violence. (Sec. 618) Prohibits an alien who is the victim of domestic violence against an alien who is a United States citizen or an alien lawfully admitted to the United States or an alien unlawfully present in the United States from being admitted to the United States. Requires: (1) an investigation into whether domestic violence is a factor in a civil case of employment discrimination, and (2) an adjudication whether the civil case involved actual or alleged retaliation against the victim of domestic violence.
